Breeder Verification — Our 5-Step Process
Every breeder on Fluffyn has passed our comprehensive 5-step verification process. This is not a simple document upload — it involves real, in-person checks by our team.
Step 1: KCI Certificate Authentication
We verify every breeder's KCI (Kennel Club of India) registration number against the KCI database. Pedigree certificates for parent dogs are cross-checked for authenticity.
Step 2: Physical Facility Inspection
Our ground team visits the breeder's premises. We assess living space, hygiene, feeding conditions, socialisation practices, and the health of parent dogs and current litters.
Step 3: Document Review
We review vaccination records for parent dogs, vet health certificates, deworming logs, and litter registration paperwork to ensure everything is in order.
Step 4: Code of Conduct Agreement
Approved breeders must sign Fluffyn's Code of Conduct — committing to honest listings, transparent pricing, full documentation for buyers, and ongoing welfare standards.
Step 5: Ongoing Monitoring
Verification is not a one-time event. We conduct periodic re-audits and review buyer feedback. Breeders who receive consistent complaints or fail a re-audit are removed.
Zero-Tolerance Policy
We have zero tolerance for violations that compromise pet safety and welfare. The following are strictly prohibited on the Fluffyn platform:

- Listing pets without valid KCI documentation (for registered breed listings)
- Fraudulent or fake adoption organisations
Violations may lead to immediate suspension or permanent removal from the platform.
Adoption Partner Certification
Our adoption partners have each undergone a thorough certification process before being allowed to list adoptable pets on Fluffyn.
- Legal registration: Every partner is registered under the Societies Registration Act, the Indian Trusts Act, or equivalent, with documentation verified by our legal team.
- PCA Act compliance: All partners comply with India's Prevention of Cruelty to Animals Act, 1960 and its subsequent amendments.
- Animal welfare audit: On-site audit covering enclosure standards, veterinary care access, feeding schedules, staff ratios, and surrender policies.
- Adoption process review: Partners must have a documented adoption process including adopter screening, home visits (where applicable), adoption agreements, and post-adoption check-in protocols.

Safe Transaction Guidelines for Buyers
Always complete payments through the Fluffyn app to ensure buyer protection. Never pay a breeder or adoption partner through cash or direct bank transfer before the transaction is logged in the app.
To protect yourself when buying or adopting a pet:
- Always visit the breeder or adoption centre in person before completing any payment
- Ask to meet the puppy's or kitten's parents when possible
- Request all documentation — KCI certificate, vaccination record, deworming record, vet health certificate
- Take your new pet to a vet within 48 hours of bringing them home
- Report any concerns or discrepancies to Fluffyn support through the app immediately
Trust & Safety FAQ
How does Fluffyn verify that a breeder has a genuine KCI certificate?
Fluffyn's team cross-checks every breeder's KCI registration number and pedigree documents directly with the Kennel Club of India database. We also physically inspect the breeder's facility and parent dogs before approving any listing. Certificate numbers are validated against official KCI records.
What happens if a breeder I found on Fluffyn turns out to be fraudulent?
If any breeder is found to have misrepresented themselves or their animals, they are immediately suspended and investigated. If fraud is confirmed, they are permanently removed. Fluffyn provides buyer protection assistance and will help facilitate resolution. Please report any concerns through the in-app support immediately.
Are adoption partners on Fluffyn legally registered?
Yes. Every adoption partner on Fluffyn is legally registered under Indian law — either under the Societies Registration Act or as a Trust. We also verify compliance with the Prevention of Cruelty to Animals Act and require documentation as part of the certification process.
Is it safe to pay for a pet through the Fluffyn app?
All transactions on the Fluffyn app use secure, encrypted payment gateways compliant with RBI guidelines. We strongly recommend completing all payments through the app rather than directly to the seller, as in-app transactions are covered by our buyer protection policy.
How does Fluffyn prevent puppy mills from listing on the platform?
Our physical facility inspection is specifically designed to identify puppy mill operations — checking for excessive litter frequency, inadequate space, lack of socialisation, and missing health records. Any breeder operating in a manner consistent with a puppy mill is not approved. Existing listings may be removed based on periodic audits and buyer feedback analysis.
